I don't have as much experience in fighting fire as most people. So please correct me if I'm wrong. I'm going to assume that this picture I see, is what I see before anybody else arrives on scene.
First concern is life safety. Is there anybody trapped? Where are they? If they are trapped, will I unnecessarily be jeopardizing my mens' life by sending them in for rescue?
Second would be ventilation and fire attack. I believe that these need to be done simultaneously to work. I could be wrong. If I am, please speak up now. A PPV fan might work? For fire attack, would anybody use 1 3/4" or 2 1/2" hose?
Third would be protecting exposures. I can't see the whole picture, but from what I can see of the photo, I would worry first about the upper floors, and then worry about horizontal spread.
Lastly, salvage and overhaul. If you have the manpower to salvage during initial operations, that's great. Overhaul would be last.
