What did you mean by "Incoming truck companies to do direct attack from windows?" Are you suggesting putting a line into the window? That would be against some pretty basic firefighting tactics we use in FDNY. Putting a line into these windows would probably serve more to spread the fire than extinguish it. Also, if you look closely, fire is probably NOT going to spread fast at all. (the exception is auto-exposure to floor above) because it is already venting well and these buildings usually have good firestopping between them.
Best means here: Quick aggressive attack on fire. It is probably no more than one room and the small room over the stairs. (for those not familiar with these bldgs: the window over the stairs is a small room known as the "dead room" because of the usual limited access to other parts of apt. from inside it.
