11.2. EXPLANATION OF THE USE OF SIGNALS

The preliminary signal assigned to each branch of the service is used in connection with special calls, service taps and breakdown signals. Examples of the various uses of each preliminary signal follow:


2. Time Signal (2 taps) transmitted on primary alarm
circuits at 12 Noon each day.

2-2. Preliminary for Second Alarm.

Example: Signal 2-2-435 is a 2nd alarm for Box 43 upon receipt, the units on the first and second lines of assignment card for Box 435 shall respond or change location as indicated.

2-3. Acknowledgment by dispatcher of receipt of a signal.

The failure to receive a 2-3 in answer to signal sent from street box or Morse Key in quarters is an indication the signal may not have been received. The signal should then be repeated. If a 2-3 is not received after repetition, the dispatcher should be advised by telephone.


2-2-2. (a) Pay Signal transmitted on primary and secondary alarm circuits (one round on each) upon orders from Office of Chief of Department. Upon receipt of Pay Signal, deputy chiefs shall dispatch a messenger to Office of Chief of Department for payrolls and checks.


2-2-2. (b) "Out of Service" preliminary signal. Should a battalion chief, a company or special unit become unserviceable for fire duty, except when responding to an alarm, the signal 2-2-2 followed by unit preliminary and unit number shall be sent from Morse Key in quarters. Engine companies omit preliminary signal 5 when sending "Out of Service"signals.



Example 1: 2-2-2_33. Engine Co. 33 out of service.

Example 2: 2-2-2 - -7_33. Ladder Co. 33 out of service.

Example 3: 2-2-2_9_1. Thawing Apparatus No. I out of service. (D.O. #57 3-27-57)

Out of service taps are acknowledged by dispatcher with signal 2-3. If acknowledgment is not received, or if signal 3 is received, signal should be repeated. Should no acknowledgment be received after second attempt, dispatcher should be advised by telephone.


2-2-2 (c) Preliminary to denote a company has stopped to extinguish a fire while responding to another location.


If an engine or ladder company encounters a fire while responding to another fire, the company may stop to extinguish the fire. A company responding to a 5-7 signal shall not
stop to extinguish a fire under these conditions unless human

Iife is in jeopardy. A company that encounters a fire but
does not stop shall leave one man at the fire who shall send

an alarm or take necessary action. The officer of a company
that stops shall notify dispatcher by radio or send from a street
box a signal made up as follows:

Preliminary signal 2-2-2;

Preliminary signal of company.

Number of street box nearest fire and number of
company.
Example: 2-2-2_5_125_12. Indicates Engine
Co. 12 stopped to extinguish a fire near Box 125

Only one engine and one ladder company may stop to ex
tinguish a fire while responding to alarm for another location.

When the dispatcher receives a signal indicating a company is not proceeding
to original alamm, he shall be governed by the regulations reguiring at least one
engine and one ladder company to respond to all 5-7 signals, special building
box alarms and street box alarms; also that a full assignment shall respond
to all 2nd and greater alarms, and to street boxes and special building boxes
where instructions on back of assignment card provide for a full response. It is not compulsory
that a relocating company be covered. If fire is encountered
while returning to quarters, there is no restriction as to number
of companies that may stop, and signal to indicate a company
has stopped is not used. If, however, one or more companies
while returning encounter a fire for which a full first alarm
assignment is required, the 2-2-2 signal shall be sent for each
company that stops, followed by 7-5 signal. This will enable
the dispatcher to know what additional companies are needed.

The officer in charge of a fire encountered under these conditions shall advise
the dispatcher by radio or telephone of the particulars.

2-2-2-2. Preliminary for pumper of engine company.

Should the pumper of an engine company be required,
the signal consists of 2-2-2-2, the box number, company number.

Example: 2-2-2-2_241_15 is a call for the pumper
of Engine Company 15 to Box 241.

When engine companies are split under Signals 6-6-6-6 or 6-6-6-6-6, the
preliminary 2-2-2-2 is used in connection with service tap signals 2-2-2 and 4-4-4 and
breakdown signal 13 as described under these signals.
This applies at all times in the Borough of Richmond as provided in Section 1 1.4.12 of
this chapter.

3. (a) Special Building Box preliminary.
Numbers assigned to alarm boxes in buildings ale made
up as follows:

Special building preliminary signal 3. Number of street box nearest location of building in which box is located.

Terminal number to indicate building, or portion thereof, in which box is located.

Example: Signal 3-24 1 - 1 transmitted in Manhattan is an alarm from special building box near street box 241.
3. (b) Repeat signal.

3 (c) Preliminary for Bridges, Ferries, Tunnels and Arterial Highways.

In order that the department may be advised promptly of the fact that a particular ferry service has been interrupted or reestablished, or that a bridge, tunnel or arterial highway has been closed to or reopened for vehicular traffic, the preliminary signal 3 shall be used in conjunction with the out of service preliminary signal 2-2-2, and in service preliminary signal 4-4-4, and with a terminal number to indicate which ferry, tunnel, bridge or highway is affected. For this purpose the following terminals are assigned:

In the event of the receipt of information from a reliable source to the effect that any of the above bridges, ferries, tunnels or highways are temporarily closed to or reopened for vehicular traffic, the Dispatcher shall transmit the out of Service " or the " In Service" Signal on, primary and secondary alarm circuits end on the Radio. Such signals shall be transmitted on alarm circuits only in, the Borough or Boroughs affected.


After the receipt of an " Out of Service " Signal for a bridge, ferry, tunnel or highway, and until the receipt of the " In Service" Signal for the same, Units that would use such bridge, ferry, tunnel or highway in responding or relocating to an alarm, shall use other means or routes for reaching their destinations except that Engine Cos. 246, 254, 255, 309, 321 and Hook & Ladder Co. 159 assigned to respond on second or greater alarms in Rockaway Via the Marine Parkway Bridge she l l not respond when the bridge is closed to traffic.

When the above companies do not respond the Dispatcher at the Queens Central Office shall provide companies to fill out the full assignment. Engine Cos. 220, 281, and 321 that are assigned to locate, also the 33rd Battalion assigned as Covering Chief, on boxes in the Rockaways are relieved from compliance when the Marine Parkway Bridge is closed to traffic and the Dispatcher at the Queens Central Office shall provide a company in lieu of Engine Company 321, also a replacement for the 33rd Battalion where required.


A dense fog that would materially retard the service on the Staten Island Ferry shall be regarded as rendering the ferry inoperative for Fire Department purposes. Under such circumstances however, the Dispatcher shall not transmit the "Out of Service" Signal for the ferry until an alarm is received in the Manhattan Central Office, calling companies from Manhattan to Richmond. Immedliately after the transmission of a 2nd alarm in Richmond. The Richmond and Manhattan Dispatchers shall confer to determine whether to transmit the "Out of Service" Signal for the Staten Island Perry in the event of the receipt of a 3rd alarm.
